Environmental Project Managers are representatives of Solas Energy and will interact with both external clients and internal staff in a professional manner. The Environmental Project Manager will collaborate with other Solas Energy team members to oversee environmental compliance and permitting activities on behalf of Solas Energy’s clients for projects under development, construction, or in operations. Main Job Tasks and Responsibilities

  • Manages the permitting process and environmental compliance of renewable energy projects.
  • Conduct agency permit negotiations on behalf of Solas Energy clients.
  • Serve as agency point of contact to represent renewable energy projects.
  • Respond to routine external correspondence
  • Conducts due diligence on environmental and permitting project status, provides guidance on project permitting strategies
  • Maintain electronic and hard copy filing systems while maintaining confidentiality.
  • Review or draft technical reports on topics including but not limited to wildlife, sound, wetlands, visual assessment, habitat mitigation, and annual compliance reporting. Assists in drafting reports for renewable energy permitting applications.
  • Develop and conduct annual compliance training for operational energy facilities.
  • Provides and or coordinates support for development and permitting activities as needed.
  • Provides and or coordinates support to Project Managers as needed.
  • Arranges for and organizes regularly scheduled project meetings to facilitate, confirm and communicate status of progress.
  • Has secondary/support responsibility for reviewing and providing comments to the Project Manager on project work products.
  • Assists with other office tasks, as needed.
  • Perform other duties as assigned.


Education and Experience

  • Five to ten years’ experience in permitting and/or environmental compliance, with preferred experience in utility scale renewable energy projects.
  • Demonstrated experience overseeing wildlife and biological studies, critical issues analysis, waste management and hazardous material compliance, SWPPP, SPCC, annual compliance reporting, NEPA or state-EPA permitting, consultations with local, state and federal agencies.
  • Prior supervisory skills not required but preferred.
  • GIS experience preferred but not required.
  • Experience with regulatory compliance (NERC, FERC) preferred.
  • Bachelor’s degree or higher in biology, engineering, environmental science, or related field.
  • Strong technical writing and editing aptitude.
  • Strong work ethic and eagerness to learn and contribute.
  • Knowledge of operation of standard office equipment including strong proficiency in MS Excel, Word, PowerPoint, and Teams.

Main Job Tasks and Responsibilities

  • Assist clients in the project development and project management of renewable energy projects throughout the project life cycle – from development to construction, to operational hand-off.
  • Assist Solas Energy in business development efforts to grow business, including client relations, proposal development, and attendance at conferences and workshops.
  • Develop plans and estimates for projects, including equipment and construction pricing, labor rates and schedules, and productivity estimates.
  • Establish and review construction budgets, maintain construction schedules, review work scopes, and review and respond to RFIs, submittals and change orders.
  • Coordinate external bidding process required to procure goods and services necessary for all phases of project execution, including preparation of bid packages, evaluation of proposals, contract negotiations, and recommendations to senior management.
  • Support project developers in developing projects and assist risk management as requested to secure power-off take arrangements, financing agreements, equity acquisition agreements, and requests for proposals related to the projects/sites for which the Project Manager is responsible.
  • Work in partnership with development teams to assure a seamless transition of sites into the construction phase.
  • Provide leadership for on-site project team by building and motivating team members to meet project goals, adhering to their responsibilities and project milestones.
  • Perform commercial and technical contract reviews for construction and procurement contract.
  • Review, comment on, and negotiate project change orders.
  • Review and comment on progress payment applications.
  • Ensure successful QA/QC and commissioning processes.
  • Assist in dispute, negotiation, arbitration, and litigation, as needed.

Education and Experience

  • Prior experience as a Project Manager or Project Developer responsible for the development, design, engineering, and construction of utility-scale wind, solar, and/or battery energy storage projects is required for this position.
  • Minimum of 10 years of experience in engineering and construction project management of utility-scale energy projects, with 5+ years focused on utility-scale renewable energy projects.
  • BS/MS in Engineering or Construction Management with a PE license and/or PMP certification preferred.

Position Overview and Job Description

The Civil Project Engineer will assist in the project design and construction management of renewable energy projects (primarily utility-scale wind, solar (PV), and battery energy storage) on behalf of Solas Energy’s clients for projects under development, construction, or in operations. The Civil Project Engineer will also assist with business development, business planning, and other company-driven efforts.

Principal Responsibilities

  • Support the civil design, engineering, and construction of renewable energy projects. Provide civil technical support to the project teams.
  • Monitor contract performance against project milestones, budget, and other established metrics.
  • Perform technical contract reviews for construction and procurement contracts.
  • Assist project teams with the review of all key civil project documents and update owner obligations in the project obligation log. Manage the organizational responses to civil RFIs and submittals based on the design requirements and contract documents. Manage the compliance review of all EPC civil project job books for all scopes of work.
  • Arrange for and organize regularly scheduled project meetings to facilitate, confirm, and communicate status of progress and assign tasks. Coordinate, prepare, and provide regular updates of the civil project execution plan and schedule, including engineering, procurement, and construction activities.
  • Assist Project Manager by providing technical comments on other agreements as needed. Develop preliminary design, specifications, and estimates.
  • Establish the project engineering, procurement, and construction budget and conduct regular review and reporting to accounting on forecasted expenditures.
  • Read, analyze, and interpret blueprints, professional journals, technical procedures, contracts, or governmental regulations.
  • Coordinate the external bidding process required to procure goods and services necessary for all phases of project execution, including preparation of bid packages, evaluation of proposals, contract negotiations, and recommendations to senior management. Assist Construction Manager(s) overseeing civil quality control during execution of projects and ensure compliance with reporting requirements under EPC contracts and lender agreements. Work in partnership with the development department to assure a seamless transition of sites into the construction phase. Work with the operations team to define the requirements for adequate project turn-over.
  • Support field staff in completing civil field inspections and coordinating activities to ensure projects are being constructed per project documents.
  • Inspect civil works including roads, grading, and wind turbine concrete foundation to ensure compliance with design documents and specifications.
  • Obtain drone pilot license (sponsored by company) and perform QAQC using aerial imagery.
  • Oversee road installation and improvements.

The Field Engineer will assist in the project and construction management of renewable energy projects on behalf of Solas Energy’s clients for projects under development, construction, or in operations. The Field Engineer will also assist with business development, business planning, and other work as needed. This is a traveling field position.

Principal Responsibilities

  • Project Field Engineers are field representatives of the Project Manager for each project and assist in managing the design, engineering, and construction of renewable energy projects.
  • Develop, maintain, and execute project proposals or work plans to determine time frame, funding limitations, procedures for accomplishing projects, staffing requirements, and allotment of available resources to various phases of projects to ensure that project requirements fit with other Company projects or considerations.
  • Oversee work plan for each phase of project execution, including design, engineering, procurement, and construction.
  • Responsible for review and oversight of quality control benchmarks to support construction quality control plans and project schedules.
  • Coordinate preparation and updates of project execution plans and schedules, including engineering, procurement, and construction activities.
  • Coordinate the external bidding process required to procure goods and services necessary for all phases of project execution, including preparation of bid packages and evaluation of proposals.
  • Provide and/or coordinate engineering support for development and permitting activities as needed. Secondary responsibility for overseeing execution of and compliance with construction contracts. Work with construction team to ensure adequate scopes of work under those contracts.
  • Organize regularly scheduled project meetings to facilitate, confirm, and communicate status of progress and assign tasks.
  • Support project developers in developing projects and provide assistance procuring requests for proposals (RFPs) related to the projects/sites for which the Field Engineer is responsible.
  • Work in partnership with project developers to ensure a seamless transition of sites into the construction phase.
  • Provide technical comments/commercial terms on construction agreements as needed. Work with Operations to define the requirements for adequate project turn-over.
  • Assist Asset Management in transitioning and turning over projects to Operations upon project completion.
  • Coordinate and work with legal resources to facilitate the development, negotiation, and execution of project contracts, which may include MOUs, LOIs, term sheets, CM and EPC contracts, turbine supply agreements, equipment purchase agreements, warranty agreements, and commissioning agreements. Participate and assist with construction and financial closings.
  • Assist Construction Manager(s) overseeing quality control personnel during execution of projects and ensure compliance with reporting requirements under EPC contracts and lender agreements, and to internal management.
