Solas Energy Consulting Inc. Congratulates Enbridge on Cowboy Solar + BESS Reaching Final Investment Decision

CALGARY, ALBERTA, May 21, 2026 — Solas Energy Consulting Inc. (Solas Energy) congratulates Enbridge on reaching Final Investment Decision (FID) for the Cowboy Solar Project in Wyoming—an important milestone that advances the project into delivery.

Cowboy Solar is being developed near Cheyenne, Wyoming and includes a large-scale solar facility integrated with a utility-scale battery energy storage system (BESS).

Solas Energy is proud to have supported Enbridge through key commercial and technical workstreams, including review and structuring support for the BESS tolling framework, alignment of operational and performance requirements within the commercial structure (including settlement and metering considerations), and advisory support to help de-risk execution decisions.

“Reaching FID on Cowboy is a significant achievement and a testament to Enbridge’s leadership and disciplined execution,” said Paula McGarrigle, P.Eng., Solas Energy Consulting Inc. “We’re grateful for the opportunity to support Enbridge’s team as they advanced key commercial, technical, and operational elements of the project. Congratulations to everyone involved on this momentous milestone.”

Solas Energy acknowledges the dedicated Enbridge team and partners who collaborated closely through the tolling agreement review and supporting work products leading up to this decision.
